The water treatment grounds at the top of the hill would be ideal, especially if a water tap were provided and perhaps some better lighting and a couple picnic benches.
If you've been down at the bottom of the hill in summer, you know the mosquitoes are fierce + there's Grimes Lake, the boggy area by those mysterious trailers (you know, the ones that leave their lights on all the time). Maybe a landscaping effort would help, as would a few trees!
